Excerpt from Survey of the Rancho Santiago De Santa Ana: Brief of Montgomery Blair for Bolsas Claimants
The survey was returned by Henry Hancock in December, 1857, and was approved by Surveyor General Mandeville June 3, 1859. It was advertised under the act of 1860, and no objection was then made, nor was any objection made to it when it was again advertised in October, 1874, under the act of July 1, 1864. Nor did the claimants object to the adoption of the west line of that survey as the dividing line between that rancho and Las Bolsas at either of the five several times when it was presented for adjudication, twice before the district court and three times before the Land Department.
The survey having been transmitted to the Commissioner of the Land Office, "for his examination and approval" as that act required, on the 18th of September, 1878, the Commissioner inquired of Surveyor General Wagner respecting its condition, and no reply having been received, the Commissioner, on the 5th of December, called his attention to that inquiry. On the 13th, Mr. Wagner acknowledged the receipt of this letter, and on the 4th of January, 1879, transmitted a certified copy of the survey and plat approved by Surveyor General Mandeville and the certificate of Surveyor General Stratton that the survey had been duly published under the act of 1866.
